Ecuador
Being exposed to both north and south swells ensures that there is plenty of surf to be had, and with surf regularly in the 2 - 6ft+ region during the offshore November to March surf season, makes Ecuador an ideal surf vacation location. The fact that it is incredibly cheap also makes the trip more viable. Top Ecuador waves to look out for are Shark Bay, El Pelado and Ecuador's longest wave, La Posada.

Indonesia
Since the early 1990's surfers from around the globe have been visiting the Mentawai islands to experience untouched rainforest and superb waves. More than a dozen "worldclass" reefbreaks exists making it one the most surf infested regions in the world. Most spots host mechanical perfection and vary in intensity for all level of surfer, making it an ideal surf vacation location.
Indonesia is such a great place for surf. It has got the classic waves, the crystal clear warm water and the balmy days. What more could anyone want. The Mentawai islands are a relatively new surfing location, having only been surfed since the early 90's.

Peru
The Peruvian coast is littered with such point breaks. Pacasmayo is about 60km further north and picks up more swell than Chicama. Perhaps not quite as good but more raw and worth the trip on the flat days at Chicama. There are multiple points between the two and with a bit of searching you'll be rewarded with some gems. The locals may even help you out in your search. There are a huge variety of waves throughout the country.
Big lows from deep down south send the swells northwards, and many of the surf spots receive an incredibly persistent offshore winds, and can find waves at any time throughout the year. If you are after a variety of uncrowded, offshore, good quality waves then Peru is a great stop off point. South America in general has some great waves and is an inexpensive surfing destination.

Senegal
November to March is the best time with the winter swells being pushed down from the north. The north and north west swells that arrive can be expected to be in the 2-10ft range - giving good conditions for surfers of all levels. August to October sees smaller but consistent swells in the 3-6ft range. The long dry season should also ensure a pleasant trip.
Senegal's most famous wave is probably the righthander at N'gor beach - one of the classic surf spots featured in Endless Summer.

South Africa
Generally speaking, April and May are the most pleasant months. The rainy season over the summer-rainfall region has then ended, while it has not yet really started in the winter-rainfall area. March to September sees the best surf, the Roaring Forties provide all the swells you are going to need. The surf can be anywhere in the 6-15ft range, but there are spots that will hold much bigger. At this time of the year you can be almost guaranteed offshore conditions in the morning.
There are to many world class spots to mention so we will just recommend the main areas of St Francis Bay, Durban and the Cape Peninsular (where the surf is most consistent. South Africa really is a great place for a surfing vacation.
